- 5 and 8 May 2025: Italian Carabinieri’s ROS Commander Visits Kosovo to Strengthen Cooperation Against Organized Crime



From 5 to 8 May 2025, the Commander of the Italian Carabinieri Special Operations Group (ROS), Brigadier General Vincenzo Molinese, paid an official visit to Kosovo within the framework of the EU-funded Home Affairs Programme (HAPE), with the objective of reinforcing international cooperation in the fight against organized crime and terrorism. During the mission, General Molinese met with key Kosovar institutions and international partners engaged in security and justice. Highlights of the visit included:
✓ Meeting with the Chief Special Prosecutor of Kosovo, Mr. Blerim Isufaj, to discuss the framework for asset investigations and preventive measures in organized crime cases.
✓ Discussions with representatives of the Kosovo Police General Directorate on strengthening operational cooperation and information exchange.
✓ Meetings with the Italian Ambassador to Kosovo, H.E. Maurizio Antonini, and COM KFOR, Brigadier General Enrico Barduani, reaffirming the shared commitment to regional stability and security.
✓ A technical session with the Organized Crime Department and Anti-Terrorism Division, as well as the Support Division, which included the handover of certificates for participants in the “covert entries” training delivered by ROS experts.
The visit confirmed the key role of ROS in providing high-level expertise on complex investigations and advanced investigative techniques, contributing to the establishment of a strong operational cooperation network between Italy, Kosovo, and international stakeholders.
The HAPE Project, funded by the European Union, will continue to support capacity-building and technical assistance activities for Kosovar institutions, in line with EU standards and international best practices.
The Chief Prosecutor of the Special Prosecution, Mr. Blerim Isufaj, met with a delegation of the Special Operations Group (ROS) of the Italian Carabinieri.
